Initiated a project to manage overseas construction material transportation, focusing on compliance, risk management, and efficient route planning, culminating in successful delivery.

Introduction & outline

During the execution of our project, we encountered several significant challenges that required immediate attention and adaptive strategies.


Disruption of Delivery Schedule

One of the primary issues was the disruption of the delivery schedule due to transshipment failures, which resulted in extended transit times. This was a critical concern as it directly impacted our project timeline and efficiency.


Delays in Inland Transportation

Additionally, we faced delays in inland transportation, primarily caused by the rainy season. These seasonal weather conditions introduced logistical complexities, making it challenging to maintain our planned schedule.


Inexperience of Individual Suppliers

Another hurdle was the inexperience of individual suppliers, particularly their lack of familiarity with international shipping practices.


Frequent Policy Changes by Customs Authorities

We also had to navigate through policy changes by customs authorities. These unpredictable regulatory shifts posed a risk to our operations, as they could lead to unexpected delays and additional compliance requirements.


Breakdown of Unloading Facilities at Port

Lastly, we encountered mechanical failures in the unloading facilities at the port. These breakdowns caused significant delays in unloading our cargo, impacting not only our schedule but also the efficiency of our entire logistics operation.


Each of these challenges required a tailored approach to mitigate their impact and ensure the successful continuation of our project.

 
Challenges 

Our project's planning phase was initiated in November 2017, way before the inital shipment, starting with a crucial site visit in Malaysia, where we undertook several preparatory steps to ensure smooth progress.


This phase primarily focused on understanding and complying with the import and export regulations and meticulously planning the transportation route.




  • Import & Export Regulations

    • Conducted a visit to CIDB in KK, Malaysia, for direct engagement with the key regulatory body overseeing steel import safety standards. Held a formal meeting with the PIC to align on safety and regulatory compliance.

    • Met with the Vice President of Customs Office and other key officials to understand customs processes and establish rapport with important customs figures.

    • Conducted a follow-up visit to the local CIDB office for an in-depth discussion on specific regulatory requirements, resulting in a detailed understanding of compliance and certification needs.

    • Visited the customs office at the port to familiarize with on-ground operations and gained practical insights into customs clearance processes.

    • Undertook a collaborative review with our agent of certification requirements and regulatory compliance to ensure alignment among all parties.


  • Route Planning

    • Engaged with major local ocean carriers to identify and secure efficient and reliable shipping routes and services suitable for the project.

    • Visited the port to assess its facilities, gaining a comprehensive understanding of its capabilities and limitations for the project.

    • Inspected and evaluated the port's handling equipment to ensure adequacy for our cargo's safe and efficient handling, especially considering heavy and oversized items.

    • Assessed stowage plans and trim requirements, focusing on the stability and safety of the vessel during transport.

    • Evaluated the draught restrictions and capabilities at the port to ensure accommodation of the selected vessels, considering their underwater depth requirements.

To address the challenges faced during the project, several solutions were strategized and executed:


  1. Buffer in Shipping Schedule: Implemented a buffer strategy in the shipping schedule to accommodate potential delays and unforeseen circumstances.


  2. Diversification of Cargo: Carefully planned to avoid concentrating the same types of items in a single vessel schedule, thereby minimizing risks associated with any specific shipment.


  3. Contracting Adequate Prime Movers: Secured contracts with a sufficient number of prime movers to ensure reliable and efficient transportation capabilities.


  4. Container Prioritization: Assigned priority numbers to containers and established a monitoring system to track them effectively throughout the shipping process.


  5. Dedicated Team for Shipping Documentation: Deployed a specialized team to assist the shipper in managing and organizing shipping documents, ensuring accuracy and compliance.


  6. Strategic Customs Partnership: Aligned with strategic partners and customs specialists, facilitating integrated and regular meetings to stay abreast of customs procedures and regulations.


  7. Regular Customs Office Visits: Maintained continuous visits and meetings with the Customs office at the destination to ensure smooth clearance and compliance with local regulations.


  8. Alternative Routing Plans: Developed alternative routing strategies to circumvent delays caused by discharging facility issues at the port.


  9. Implementation of an Online Dashboard: Launched an online dashboard for real-time updates and comprehensive weekly reporting, enabling better project management and oversight.
