BIS FMCS Certification: A Guide for Foreign Manufacturers
(FOREIGN MANUFACTURERS CERTIFICATION SCHEME)

The BIS license allows manufacturers to use the Standard Mark on their products.
This license is granted only if the products are made in the manufacturing facility and meet all the requirements of the applicable Indian Standards.
The FMCS (Foreign Manufacturer Certification Scheme) is a program where BIS (Bureau of Indian Standards) grants licenses to foreign manufacturers based on the BIS Act, 2016, and the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.
This license is given for products that meet the required Indian Standards. These standards can either be mandatory or voluntary.

Analysing on the current Status: BIS-Regulated Items
Most items has applicable IS (Indian Standard) or, at least , the reference to take. The Hoist + Girder System (HS Code: 8426.11-0000) is subject to mandatory certification under Scheme I (ISI Mark), effective August 28, 2025, requiring compliance with IS 807:2006.

The Hoist (HS Code: 8425.11-1090) is not currently mandatory but voluntary certification under Scheme I with IS 3938:1983 is recommended to ensure market competitiveness and future readiness. For Hoist Parts (HS Code: 8431.10-0000) and Girder System Parts (HS Code: 8431.39-0000), certification is not mandatory but can enhance quality assurance under Scheme IV. Manufacturers of cranes, hoists, and accessories aiming to enter the Indian market must prioritize obtaining BIS certification under FMCS. Early compliance will minimize disruptions when the August 2025 deadline for mandatory certification approaches.
ISI Mark
The ISI Mark remains the same across all BIS certification schemes, including the Foreign Manufacturers Certification Scheme (FMCS). The mark is a standard symbol of compliance with Indian Standards (IS), regardless of whether the product is manufactured domestically or abroad.

Must be attached to the certified product as proof of compliance.

Must be accompanied by a unique certification number provided by BIS.
Example of ISI Mark Application:
The table below explains how the license number on the ISI mark differs depending on whether the product is certified under the Domestic BIS Scheme or the Foreign Manufacturers Certification Scheme (FMCS).

The ISI mark looks the same for all certifications, but the license number shows if it was issued through FMCS (for foreign manufacturers) or another BIS scheme. This helps keep the certification process clear while ensuring consistent compliance and recognition.
Key Requirements for FMCS Certification:
01. Manufacturing Location:

The manufacturing unit must be located outside India.
02. Compliance with Indian Standards:

All products must conform to the applicable Indian Standards Specifications (ISS).
03. Factory Facilities:

Manufacturing machinery and testing facilities must be fully operational at the factory premises.

The factory must have an in-house laboratory equipped with the necessary product testing equipment and trained quality control personnel to perform tests as per ISS.
04. Scheme of Inspection & Testing (SIT):

Manufacturers must accept the SIT and commit to paying the annual marking fee.
05. License Terms and Conditions:

The manufacturer must agree to all terms and conditions specified in the BIS license.
